New port for whole vehicle imports opens in Xi'an

Residents in five provinces and regions of Northwest China, including Shaanxi, Gansu and Qinghai provinces, Ningxia Hui autonomous region and Xinjiang Uygur autonomous region, will soon be able to buy various imported vehicles at a lower price, thanks to a newly-opened whole vehicle import port in Xi'an Port of Xi'an International Trade & Logistics Park (ITL Park).

In Ghent, Belgium, the first batch of Volvo cars and SUVs has been loaded onto the international "Chang'an" freight trains that connect the inland city Xi'an to Central Asia and Europe. The train is scheduled to depart to Xi'an whole vehicle import port on May 7.

Covering an area of over 40 mu (2.67 hectares), the whole vehicle import port involves spaces for storage, operation and testing, as well as warehouse under supervision. The port plans to handle 10,000 imported vehicles annually.

"Xi'an whole vehicle import port will take advantages of location, policies and functions to serve as a convenient channel for whole vehicle imports and exports," said Sun Yimin, director of ITL Park's administrative committee.

The port has ended the history of not having whole vehicle imports in Shaanxi, and will further boost opening-up and diversified development of Shaanxi and Xi'an's international trade. "Xi'an Port will become a hub for imported vehicles in five provinces and regions of Northwest China," added Sun.

Meanwhile, the port will also bring benefits to Xi'an residents, as they will be allowed to buy imported whole vehicles in Xi'an, enjoying half-reduced waiting time and lower cost. Earlier, they had to pay in advance and wait for about two months for imported vehicles which were transported from other regions.

The port highlighted the highest efficiency among same kind of ports in the country, with its construction and qualification approval procedures finishing within 36 days.

Sun was still filled with excitement while recalling the efficient 36 days and nights, "The port broke ground on March 24, 2018 and completed hardware construction on April 8 with joint efforts of provincial and municipal departments of port, customs and quality inspection. On April 28, it was qualified with China Metrology Accreditation (CMA) for its test line and authorized with access to the import license application system of the Ministry of Commerce.

The fast speed won high praise from Pan Xinzhe, president of Volvo Asia-Pacific Logistics, who extended his wish for Xi'an to finish the construction, qualification application and test running of whole vehicle import port within three months, during his visit to Xi'an in early April this year. Pan said that some two other cities spent one year and half a year, respectively, on whole vehicle import port construction and test operation.

A whole vehicle import port refers to a port authorized to import completely built-up (CBU) vehicles, featuring simplified import clearance procedures, improved logistics efficiency and decreased cost.

China's whole vehicle import ports used to concentrate in border areas, including the coastal regions in East China, Xinjiang Uygur autonomous region and Inner Mongolia autonomous region. In May 2017, Xi'an Port, together with six other ports, was approved by the State Council as a whole vehicle import port. It is expected to inject new impetus into the development of Shaanxi and Xi'an's export-oriented economy.

Two artists from the Snuff Puppets troupe based in Melbourne, Australia, conducted a performance at the Great Wild Goose Pagoda square in Xi'an. They carry three-meter-high puppets to interact with tourists.
