Xi'an discusses its e-commerce poverty alleviation experience at APEC

At the launching ceremony for the 7th APEC E-commerce Business Alliance Forum held in Xi'an on Sept 19, Xi'an shared its model for e-commerce poverty alleviation as well as its wealth of successful experiences in the area.

The forum aims to explore a new path for the coordinated development of industry in the digital economy era.

In recent years, in view of the distinctive characteristics of Xi'an landmark products and the late start of county e-commerce, the Xi'an government has formulated the "Implementation Plan for Rural E-Commerce to Promote Farmers' Income Increase and Enrichment".

Through e-commerce poverty alleviation, Xi'an aims to form a long-term mechanism for poverty alleviation using the internet and strive to create an e-commerce and poverty alleviation model relying on agricultural products.

In addition, through the implementation of an e-commerce public service system, brand of network goods, logistics system, and the introduction of a large-scale e-commerce platform, Xi'an has managed to build 13 e-commerce demonstration towns and 16 e-commerce demonstration villages, select 40 rural e-commerce demonstration enterprises with different characteristics and organized nearly 60,000 rural e-commerce training sessions, cultivating more than 1,000 rural e-commerce enterprises and employing more than 10,000 rural residents.

In 2017, Xi'an's agricultural product network transaction value exceeded 1.5 billion yuan ($218.99 million), an increase of nearly 30 percent over the previous year.

At the launching ceremony, Xi'an International Trade and Logistics (ITL) Park also shared its experience in developing a digital economy.

Over the years, relying on the policy advantages of free trade zones, ITL Park has actively promoted the "internet + industry transformation" model and strived to develop a digital economy with the characteristics of an international land port.

In 2017, the park achieved online retail sales totaling 18.15 billion yuan, accounting for 76 percent of the total sales in Xi'an and 64 percent in Shaanxi province. E-commerce transactions exceeded 100 billion yuan, an increase of 242 percent, while the number of financial leasing and commercial factoring companies in the park accounted for 70 percent and 90 percent of the total in the province, respectively.

Xi'an's 'manifests merging' improves cost and efficiency of customs clearance


An international freight train from Chang'an docked in Xi'an International Trade and Logistics (ITL) Park at the beginning of September. The train was loaded with more than 4,000 tons of wheat from Kazakhstan and managed to complete customs clearance procedures in just three hours using the city's new "manifests merging" system.

ITL Park simplifies business service process


Users simply fill in their equipment information on the elevator safety supervision information platform and apply for approval online. The electronic registration certificate can be used in place of the physical certificate.
